At a conference to discuss tasks for the 2009-2010 academic year. The Rector of the HCM City Teacher’s Technical Training College, Thai Ba Can, pointed out some difficulties in ensuring training standards.
According to a recent survey conducted by the College, only 10 percent of students meet foreign language standards for graduates if they are taught using current methods in the time allowed. Standardising the quality of training is the duties and responsibilities of both lecturers and students.
The college is currently examining training programmes and subject content, teaching methods and the ways of students’ learning. Therefore, the Ministry of Education and Training (MoET) need to support the college in implementing such activities, Can said.
The Deputy Minister of Education and Training, Tran Quang Quy said that over past 30 years, Vietnam has failed to control the quality of tertiary education as adequate standard have not been applied to universities and colleges. Meanwhile, no due attention has been given to teachers, curriculums and annual reports on the quality of training.
Mr Quy underlined the need to increase the quality of training in the education sector during the 2009-2010 academic year with a focus on standardising the quality of teachers and training programmes.
In 2010, the education sector aims to have around 1,000 lecturers with domestic PhDs and 1,000 lecturers with overseas MAs or PhDs.
This year, students will have to evaluate the quality of teaching of their lecturers. Standardizing and improve the quality of training, will be decided by the Council of Headmasters after reaching a consensus on the framework of future training programmes.
How to improve self-control?
Deputy Minister Tran Quang Quy said that allowing universities and schools to control themselves can only happen after the Government and the MoET has adopted mechanisms and regulations concerning the operation of universities.
The MoET will complete the necessary legislation on training, recruitment and scientific research before June 2010. However, universities and colleges must be responsible for their own development such as keeping within the regulations and recruiting and paying lecturers based on their efficiency and experience.
The key task of tertiary education this year is to enhance management procedures, and improve the quality of training. Therefore, all universities and colleges will also help graduates to find jobs, monitor the proportion of graduates who get jobs and draw up a set of standards for students. They must improve the quality of teaching and learning methods and do away with negative implications of examinations and thesis results.
Deputy Prime Minister and Minister of Education and Training, Nguyen Thien Nhan pointed out that the 2009-2010 academic year is important because it heralds the start of a complete overhaul of tertiary education. The ministry will issue regulations and curricula while the departments of education and training will help the ministry to check on how universities and colleges operate.
