Around 5.4 million people participate in unemployment insurance
Although unemployment insurance was first implemented in 2009, many provinces still do not understand that workers are supposed to contribute 1 percent of their wages to the unemployment insurance fund.

Nguyen Dinh Khuong, Vice General Director of Vietnam Social Insurance, said on February 8 that at present, it has a balance of more than VND100,000 billion. By the end of 2009, he added around 9.1 million people were paying for social insurance, up 3.8 percent compared to previous year, and 53 million people had joined healthcare insurance. 

The biggest difficulty in implementing social insurance is that workers are often not fully aware of their obligations and rights.
