PM Dung discusses urgent issues with world leaders at Davos forum
Prime Minister Nguyen Tan Dung stressed the importance of forecast in policy-making and long-term growth in his address to the World Economic Forum (WEF) 2010 in Davos, Switzerland, on January 28.

At the forum chaired by Dutch Prime Minister Jan Peter Balkenende, Mr Dung pointed out the need to strengthen evaluation and forecast so as to work out reasonable solutions and appropriate measures to implement necessary policies in a strong and flexible way.

”The regular review and upgrade of evaluations and analysis is also of primary importance to making timely adjustments in policies,” PM Dung emphasised.

He also highlighted a high level of social consensus as a guarantee for the policy success as only with this can the Government encourage all economic sectors to implement its policies.

In regard to a country like Vietnam, whose average income is approaching that of the world average, the quality of growth is one of the key factors to ensure high and sustainable growth, and to pave the way for the country to turn itself into a developed economy, Mr Dung added.

He also said “Constant and high economic growth should go hand in hand with macro-economic stability as well as quality growth for the sake of sustainable development. To this end, efforts should be made to hone the competitive edge of enterprises, products and the nation as a whole.”

The Prime Minister unveiled Vietnam’s post-crisis priorities which focus on steps to gear up for a market economy, especially the restructuring of State-owned enterprises, administrative reform and the improvement of management mechanisms.

His speech made it clear that efforts would be made to continue restructuring the economy, aimed at achieving higher quality and stronger competitiveness. To do this, Vietnam will intensify investment in infrastructure and give priority to investment in industries with advanced technology and high added-value, which work in harmony with environmental protection. Investment will also be poured into human resources development and science-technology in an effort to gradually bring Vietnam to a level of development based on high-quality human resources.

In the evening (local time), PM Dung joined Presidents of Mexico, the Republic of Korea, the South Africa and Prime Ministers of Canada and Spain at the 40th plenary session of the World Economic Forum-2010, on the topic of reshaping global management. They discussed measures to address global issues such as climate change, the financial and economic crisis, and economic development with poverty reduction.

Mr Dung said that this was to better reflect the role and interests of countries’ groups, notably those in developing countries. He added that the global community should give developing economies a bigger role in living up to their new-found powers while reserving the right to demand larger financial and human resources contributions from them.

He also said the G20 was a step forward, elaborating that the group has succeeded in coordinating global macro-economic policy, helping the world recover from the economic and financial crisis.

He suggested it was time a new UN organization with a structure and mandates similar to the UN Security Council was established. This body would be expected to handle major issues such as the relevance and execution of agreed decisions and recommendations, relations between G20 and Bretton Woods institutions, policy-making mechanisms with the UN system including the General Assembly and the Security Council as well as the reforms of those institutions, he said.

PM Dung also affirmed that good regional management, of which ASEAN is a good example, constitutes important foundations for an effective global management.
