Vietnam welcomes UN’s Code of Ethics for its personnel
Vietnam has congratulated the United Nations Ethics Committee for developing a wide ranging Code of Ethics for UN personnel, said a Vietnamese representative to the UN.
The UN, like any other organisations, “must have a properly recruited, motivated, well trained and committed workforce capable of successfully responding to the growing challenges and complexities before it, said Vietnam’s Deputy Permanent Representative to the UN, Ambassador Bui The Giang at the 64th UN General Assembly’s session on human resources management in New York on Nov. 17.

He said that the new Code of Ethics would serve as a value-based framework for all UN personnel, built upon the purposes, values and principles espoused in the UN Charter, in applicable staff regulations and rules as well as in the Standard of Conduct for International Civil Service.

He said he hoped that all UN agencies, funds and programs will work in unison so that the endorsed standards of ethics and integrity can be applied coherently throughout the entire UN system and that they enhance the synergy of the whole UN system.

Giang also lauded the Secretary General’s reports on the Composition of the Secretariat (A/64/352), Provisional Staff Rules (A/64/230) and the Implementation of Continuing Appointment (A/64/267).
At the same time, he noted the overall gender imparity in the Secretariat as women at the Under General Secretary (UGS) and Assistant General Secretary (AGS) levels only account for 17 percent and 20 percent, respectively, of the total staff strength.
